I figured it out.  The President is sworn in at the White House, which overlooks DC, towards the Capitol building.  This comic has him being sworn in at the Lincoln Memorial, which overlooks the reflecting pond and the Washington Memorial.  &lt;br&gt;&lt;br&gt;That is a damn creepy whale, by the way.  Hopefully some younger whale will take his place soon. The episode Cartoon Wars had manatees... not intelligent talking manatees... pushing little balls around to form random sentences which then became the basis for "Family Guy" jokes. This is about a talking whale buried deep beneath the White House actually running the country. Other than "they both involve sea mammals", it's a totally different joke... the SP one could have been made with any random phrase generator -- as that was the point of the manatees -- and this one could have had any horrible-looking alien intelligence, as that's the point of the whale.
